Remarks by Liu Jingping, Party Secretary and Chairperson of the Group

At the meeting, Liu Jingping, Party Secretary and Chairperson of the Group, pointed out that from 2025 to the first quarter of 2026, the Group underwent dual severe tests of industry transformation and internal management. This has made all Huluwa employees deeply aware that compliant operations are the lifeline of the company’s long-term development and must be placed at the top of all work priorities. Standing at the new starting point of high-quality development under the 15th Five-Year Plan, she put forward five clear requirements for key tasks in the second quarter and the next phase:

First, closely track performance indicators and reinforce accountability. All departments shall develop refined plans centered on the achievement of annual targets. Key projects shall fully implement project-based management and a competitive "horse-race" incentive mechanism, clearly defining milestone objectives and responsible entities to ensure all tasks are implemented on time without compromise.

Second, reduce costs, improve efficiency, enhance quality, and tap potential. All business lines and back-office departments shall systematically identify actionable pathways for improving labor efficiency and reducing energy consumption. A key focus shall be placed on optimizing back-office service efficiency, with the scientific validity and operability of efficiency improvement plans linked to departmental performance assessments, so as to comprehensively enhance the Group's operational quality.

Third, strictly adhere to compliance and reinforce the bottom line. The Group shall comprehensively raise internal control standards and compliance management levels, while further strengthening product quality control standards, thereby establishing a solid safeguard for the Group's long-term and steady development.

Fourth, shift mindset and concentrate efforts on tackling key challenges. All employees must maintain a clear understanding of the current industry environment, genuinely transform their thinking and elevate their strategic perspective. Leveraging issue rectification as an opportunity, they shall address shortcomings and strengthen weak areas, enhance capability building and execution capacity, and proactively take on challenges to achieve breakthroughs.

Fifth, strengthen talent pipelines and stimulate organizational vitality. The Group shall systematically improve its talent pipeline development system and intensify recruitment in core areas such as marketing, ensuring that recruited talent can effectively generate business value and directly contribute to operational performance improvement, thereby building core momentum reserves for the Group's long-term development.

With the theme "Reorganize for Renewed Efforts, Forge Ahead to Open New Horizons", the meeting served both as a comprehensive review of the Group’s operational performance and issues in the first quarter, and as a mobilization meeting to anchor annual targets and consolidate consensus across all employees. Guided by a problem-oriented approach, it aimed to conduct in-depth analysis to address shortcomings and strengthen weak areas, further enhance compliance awareness and execution capability across the organization, and lay a solid foundation for the successful achievement of the Group's 2026 operational targets.
